PROFECO is a government entity, it is the equivalent of the consumer protection agency in the US. It is an administrative office and they oversee all of the timeshare complaints.
The problem that you may find when filing a complaint on your own from the US or abroad, is that the PROFECO employee in charge of your case IS NOT your Attorney. That employee will get paid regardless of the outcome of the situation.
